This is the response I received from the manufacturer.
We wouldn't recommend this wire for horses, but I'm sure folks use similar
items. The one thing I would emphasize is do not use Hi-Tensile fencing;
barbed wire or welded wire due to potential injuries to the horses.
If a horse gets caught in a Hi-Tensile fence, it's unforgiving. Barbed
wire obvious danger, and the welded wire due to the potential welds popping when a horse leans on the fence can cause horrible injuries.

Let me point out a few things regarding this fencing:
It's a 13 gauge Sierra Brand item, which is our low cost alternative to the Export market.
13 gauge is a little lighter than our standard RB 12.5 gauge Class 1 items
Flash coating of galvanization - does not meet Class 1 specifications--translates to the fact that it will rust much faster than the Class 1 production
Spacing - Its listed on our website. The bottom starts out at a 3" x 6"
opening, and graduates in 1/2 inch increments until it reaches 6" then it's 7" x 6" and the final wire is a 8" x 6".
Knot - Monarch Hinge Joint Knot. Our horse fencing all has Square Deal
knots which are designed to keep the animals safe from the abraisions from
the fencing. This knot also is designed to prevent the horse from
buckling or sagging, providing extra strength and rigidity.
Just want the customer to be aware of what he is actually purchasing.
